About the commissioner
The commissioner is appointed by the Lieutenant Governor in Council for a term up to five years, with the option of reappointment.
Kenneth Affleck was appointed for a term of five years, effective January 18, 2022.
Kenneth Affleck is a retired judge of the British Columbia Supreme Court serving from June 2011 until November 2019. Prior to the Supreme Court, Kenneth practised as a litigator in Vancouver for over 35 years specializing in commercial; tort; constitutional and administrative law. He was appointed as Queen's Counsel in 2000. He holds his law degree from the University of BC.
Appeal Decisions of the Commissioner
On April 29, 2021 the commissioner issued a decision upholding the registrar’s decision to cancel the certificate of Canadian Health Care Academy (CHCA) and awarded costs to the registrar.

On July 6, 2018 the commissioner issued a decision which overturned both the registrar’s suspension and cancellation decision for Blue Bird Flight Academy.
